Polk Pokin' Without Precautions

The town of Polk is struggling with a high teen pregnancy rate. Not much more to say about that... You all got your own town’s problems handed to you on a sheet of paper this morning and mine, like I’m assuming yours did, only stated the existence of such a problem. No statistics, no history of the issue, the report only stated that there was a problem. It must have been assumed that this was enough
information to provide a debatable topic for office candidates but there really isn’t much to discuss.

Without any further information, a potential official is forced to
draw on nothing for his argument and state the fundamental positions on the issue, that there is an issue and it needs to be dealt with. Or maybe we’re just thinking too hard on this one. It’s just a topic to discuss on the road to election, let’s hand out Trojans and birth control pills to the kids and move on. Hand them out early, fifth grade. That way we cover all the possibilities and by high school, they would have learned to use them.
